Centre planning road along McMohan line in Arunachal: Rijiju

ITANAGAR, Oct 14: To match China’s road infrastructure across the McMohan Line, India is planning to construct a road along the international boundary from Mago-Thingbu in Tawang to Vijaynagar in Changlang district of Arunachal Pradesh, Union Minister of State for Home Affairs Kiren Rijiju said today.

"The road has also been planned considering the large-scale migration of people from border areas and the need to push them back by creating all basic amenities to make them comfortable," Rijiju told reporters here.

He said the proposed 2,000-km long road which is still in the conceptual stage, would not only be beneficial from the security point of view but would also accelerate border area development, one of the priority areas of the NDA government at the Centre.

"The construction of the road will be a huge challenge considering the rough and hostile terrain mostly snow-fed through which it would pass and will be the biggest single infrastructure project in the history of India with an estimated cost of over Rs 40,000 crore," he said.

Rijiju, who is looking after border area management in the Home Ministry, said that Union Minister of Road, Transport & Highways Nitin Gadkari had entrusted him with the responsibility to look after road projects in the northeastern states except Assam. "I am proposing to undertake this road along with another in the foothill areas of the state from Bhairab Kund, the tri-junction of Bhutan, Assam and Arunachal to Ruksin in East Siang district which will serve as an industrial corridor for the people residing in the foothill areas of the state," he said.  PTI

 

Two channels for NE

The Information and Broadcasting ministry is planning to launch two satellite channels for the North Eastern region, Rijiju said today.

Of these, one channel with the proposed nomenclature ‘Arunprova’ would be dedicated to Arunachal and Sikkim, Rijiju told reporters here.

"The channels will help the region in promoting the local art and culture besides creating awareness among the people of other parts of the country on the rich heritage of the North East," he said.

"Personally I am giving attention to all the mega projects in the pipeline for the region and will see that these projects are implemented in time," Rijiju said. PTI

 

 

Politics of transfers

Mass transfers in Education department have lit-erally shaken the teachers, their families and students alike.  A total of 567 teachers have been transferred according to an order issued on Sept 11 with an instruction to the teachers to join their respective place of posting within ten days.  

The order has not gone down well with most of the teachers, especially those working in East Siang. More than four hundred teachers from the district have been posted to East Kameng and Longding districts, considered less accessible within a very backward state.  

Now, conventionally, such transfers should not be opposed as it is the duty of the government employees to serve wherever they are posted. But, the situation this time has been different with many questioning the motive of the transfers and dubbing it politically motivated.   

On the other hand, the Minister has categorically said that the transfers were initiated to streamline the Education department. If that is the truth, it is indeed a welcome move. The only hitch here is that not all transfers were done with good intention. There are accusations abound that most teachers transferred from Pangin-Boleng constituency were politically motivated.  Now, even if that is the case, the minister will have an easy excuse and get away with these transfers; politically motivated or otherwise, as the employees are duty bound to serve anywhere in the state.

Whatever may be the reason for the transfers, the welfare of the students are paramount and it should be on the top priority of the government as well as the teachers. But this time around, the studies are bound to be affected as the students are already in the middle of session. In most of the cases, the teachers are unlikely to pack and leave for their respective places very easily. There seems no truce in sight as of now with teachers already striking in East Siang.

The adamant stand of the government will not be very helpful as many teachers who are in need of constant medical attention, physically challenged and on the verge of retirement have been transferred. More humane stand needs to be adopted in such cases.  

The financial involvement because of these transfers will be heavy for the already impoverished state.  Come March, it will not only the contractors or the numerous union and association leaders who will harass the government but teachers as well demanding reimbursement of the money expended as they moved from one school to the another.

While the government is at it, it might as well look into the problem of shortages of teachers all over the state and ensure that there is equitable distribution of teachers. One needs to look beyond the district headquarters.

For long, there have been various discussions to streamline the education department. The results have remained the same as the school education system in the state has gone from bad to worse with massive political interference at every step right from postings to appointments of most of the teachers.  End result is that most of the students continue to struggle with basic reading and writing skills and mathematics.  One just wishes that these transfers and postings are really for the welfare of the children. Hopefully, their ‘welfare’ is not being used as an excuse by the elders to indulge in activities that are not necessarily for their wellbeing. The students should not be sandwiched between an adamant minister and reluctant teachers.

 

 

East Siang teachers start indefinite pen-down strike

RUKSIN, Oct 14: More than one thousand  elementary teachers of East Siang district, who are agitating against the mass transfer, have started indefinite Pen-down strike from today, informed Arunachal Teachers’ Association (ATA), East Siang unit president Tabung Ering.

ATA sources informed that more than 1500 teachers from 199 schools including 12 Secondary Schools and 10 Higher Secondary Schools have joined the strike and registered their protest against the mass transfer. The ATA unit termed the mass transfer as unethical, illogical and gross violation of legitimate norms.

Sources said that the strike would be continued for indefinite period until the state government assured to relocate or cancel the transfer order.

On the other hand, Ruksin Mandal BJP committee led by Tamat Jonnom today conducted a meeting of the party workers and discussed the mass transfer issue and opposed the transfer move. The Mandal BJP in a written statement alleged that the illegal transfer was ‘political vendetta’ of the Education Minister, which is ruining the academic career of the young students of the district.  “The transfer targets a section, who are said to be political opponent of the Congress ministers and MLAs in the district. Harassment of the innocent teachers in the name of rationalization cannot be accepted. Moreover, the state government running with severe financial crisis should not try to spend huge amount of money from the government exchequer as travelling allowance in the name of transfer”, the BJP leaders said.

 

 

PSUs join hands with Govt to make Swachch Vidhyalaya Abhiyan a grand success in state

ITANAGAR, Oct 14: A coordination meeting with Public Sector Undertakings and Central Govt. organizations on ‘Swachch Bharat, Swachch Vidhyalaya’ Abhiyan was convened by the Secretary Education here today. The representatives from all the banks functioning in the Capital Complex, Itanagar, NEEPCO, NHPC, CRPF and ITBP participated in the coordination meeting.

Addressing the participants, education secretary R K Mishra, explained details of ‘Clean India’, particularly compulsory construction of separate toilets for boys and girls in the schools. Citing the Prime Minister’s recent announcement that by August, 2015, the schools all over India will be fully provided with separate toilet facilities, he emphasized on the need for joining of Arunachal Pradesh in this mission.

Stating that the state has over all backlog of 403 unconstructed toilets, Mishra requested all the Public Sector undertakings specially banks or corporations to involve in building and rebuilding the healthy environment of schools of the state. He requested each of the corporations, banks and other Central Govt. sectors such as CRPF and ITBP to voluntarily adopt one or two schools each and to contribute fund for construction of separate toilet units as per school’s requirement during the current and next financial years to finish the same by August 2015.

All the participants present whole heartedly agreed with the education secretary that the launch of Swachh Bharat, Swach Vidhyalaya Abhiyan is an appreciable step in making the school environment healthy and hygienic. All the representatives present accepted in principle that each of them will adopt one or two schools and construct required toilet within a year or two.

During the meeting it was disclosed that ITBP has already constructed 2 toilets in Papum Pare district, while CRPF constructed three school toilets in Papum Pare  and Upper Subansiri.

NEEPCO had constructed 29 toilets in Lower Subansiri, West Kameng and Papum Pare, while NHPC constructed five toilets in Lower Dibang Valley, Lower Subansiri and Tawang.

Mido Kamki, Nodal Officer for Swachch Vidhayalaya Abhiyan and Likha Sampu, Dy. State Project Director expressed hope for successful implementation of the Abhiyan throughout the state for the healthy environment, according to an official release.

 

 

Selection of college site creates stir

Roing, Oct 14: The first day of the 48-hours Lower Dibang Valley and Dibang Valley district bandh called by the All Idu Mishmi Students Union (AIMSU) to protest against the laying of foundation stone for the Model Degree College at Jimi Notko in Dambuk constituency of Lower Dibang Valley today passed of peacefully.

"We have called this bandh only now but we have been fighting for what is rightfully ours since the last three years", said AIMSU President Lokha Elapra.  The Model Degree College was originally proposed for Dibang Valley district, which was identified as an educationally backward district as per the guidelines of University Grants Commission (UGC), claimed the union. According to AIMSU, the present proposed college site (Jimi Notko) was allegedly selected under the influence of former Education Minister Bosiram Siram. Saying that the original site proposed for the same was at Simari in Roing, the union added that all the memorandums submitted in this regard to the Government of Arunachal Pradesh were ignored. “Our fight is not against any group but against the State Government which is trying to manipulate things according to its own benefit,” added Elapra.

Education Minister Tapang Taloh, Parliamentary Secretary Horticulture Mutchu Mithi, Parliamentary Secretary IPR & Education Bamang Felix, Parliamentary Secretary Industry Tatung Jamoh, and Parliamentary Secretary PWD Alo Libang, will be arriving on October15 for the laying of the foundation stone for the proposed Model Degree College.

Meanwhile, All Idu Mishmi Students Union (AIMSU) has relaxed the October 15 bandh following the offer of discussion on the matter by Education Minister.

 

 

Allegation baseless, uncalled for’

ITANAGAR, Oct 14: The allegation of misuse of fund leveled against Urban Development and Housing department is baseless and uncalled for.

Reacting to the  news item published in today’s edition of this  daily alleging Urban Development department of misappropriation of Rs 53 crore, out of total estimated cost of Rs 9128.50 lakh, meant for the improvement of road network in Itanagar township during 2010-11, the deputy director, UD and Housing, Capital division clarified that  the amount of Rs 9128.50 lakhs in question was not only for the  improvement of road network of Itanagar township but also the commutative estimate cost of components  including improvement of road network – Rs 58.004 crore, constructions of bus terminal at Lekhi -10.81 crore, truck terminal at Lekhi – Rs 6.31 crores, parking lot at Bank Tinali –Rs 4.51 crore and 3 per cent contingencies Rs 2.65 crore. All the components of the works have been executed or are being executed strictly as per the toolkits issued from the Central Govt and whatever fund released by the Centre so far has been utilized judiciously under the supervision of the Independent Review and Monitoring Committee (IRMA) appointed by the GOI.

Regarding improvement of road networks, NIT has been floated and road networks works including carpeting, drains, footpaths etc have been completed strictly as per the scope of the works, the DD further  said adding that  physical target of the works have been achieved and  therefore,  the allegation is arbitrary  and there is no iota of truth in it.

Denying misuse of Rs 53 crore meant for road improvement, the department further clarified that the Centre has released Rs 53.40 crore so far out of 91.28 crore sanctioned for bus and truck terminals, parking lots including road networks and state has also released its matching share of Rs 9.12 crore. Of the released amount the department had released only 48.36 crore (against Rs 58.004 crore estimated cost of road network). Payment has also been made to various constructors. However, the department is yet to clear pending bills to the tune of Rs 10 crore to the contractors of road networks as the fund is still awaited from the Centre. The complainant Yukar Tara could have obtained the actual facts and figures from the department before slapping allegations, the department said and sought cooperation of public in executing the  work smoothly.

 

 

Awareness on biodiversity and its value at Singchung

ITANAGAR, Oct 14: With the objective to sensitize children on the biodiversity and its value in the state, the Centre with Potential for Excellence on Biodiversity (CPEB), Rajiv Gandhi University organized a one-day awareness programme on, ‘Biodiversity and its value’ at Govt. Secondary School Singchung, West Kameng district recently.

Speaking as resource person on the occasion, Dr. Daniel Mize, Assistant Professor, acquainted the congregation on wildlife and wildlife diversity, its value and threat to it in the state. He also briefed on sustainable conservation of wildlife in the state. Dr. Hiren Gogoi, Assistant Professor RGU spoke on the insect diversity and its ecological significance, Dr Achom Darshan Singh, research associate highlighted the fish diversity and its value and the huge economic potential of freshwater fishes in the state. Dr. Pallabi Kalita Hui, research associate, spoke on the high medicinal plant diversity in the state and also urged the people to sustainably harvest and avoid over exploitation of medicinal plants.

Meanwhile, headmaster of the school, Anjib Rhiang, urged the CPEB to organize such awareness for the villagers also and advised the students to spread the message of awareness on biodiversity conservation to the villagers.

 

 

3rd ITM at Shillong begins

SHILLONG, Oct 14: ‘Rs. 3000 crores is being invested by the Government of India to develop national highways in the North East region with the primary aim to realise its tourism potential,’ said Union Minister of State for Tourism & Culture (Independent) Shripad Naik today at the Third edition of International Tourism Mart at State Convention Centre, Shillong.

Stating tourism in North East as the true pillar of Indian tourism, Naik said that the Centre takes keen interest in development of North East especially in tourism sector.  Earlier, Naik formally inaugurated the Third ITM in the presence of Chief Minister of Meghalaya Dr Mukul Sangma.

In a meeting with the officials from Department of Tourism, GoAP and tour operators, Pema Khandu said that the foreign tourists do not expect great infrastructure and five star facilities. “They love the way we are and our distinct cultural pluralism and lifestyle, and the raw nature, the diverse landscapes while the only areas we should focus is hygiene and cleanliness, environment protection and hospitality to boost tourism in the state.” he added.

Later, the Minister supervised the Arunachal Pradesh Tourism Stall.

Tourism Minister and Parliamentary Secretaries of the North Eastern states were present in the inaugural function, apart from delegates from 22 countries which included tour operators. Minister of Tourism Pema Khandu, Secretary Tourism Joram Beda, Director Tourism Taru Talo, AD (Tourism) Bengia Manna Sonam, DTO Leena Perme, TIOs and tour operators from the state represented Arunachal Pradesh in the ITM.

The International Tourism Mart is being organized by the Ministry of Tourism, Govt. of India to tap the huge tourism potential of the North East Region and bring it to the forefront of international tourism. The ITM Shillong is third in the series.  The First was held in Guwahati in 2012 and the Second at Tawang during 2013.

 

 

The lake not lacking in aesthetics !

Sometimes one feels happy and satisfied after visiting a tourist spot. But it’s not always that all people return from such a place happy and contented for some reasons or the other. As my family and I returned from the famous Geykar Sinyi many questions cropped up in my dull mind. In fact, there are more questions than answers. We all are aware that this magnificent lake is the only place in the periphery of Itanagar where the physically and mentally weary residents of the noisy and polluted city can go and enjoy the quiet ambiance and relish the Mother Nature’s bountiful gifts. With not many places for the visiting tourists to visit in and around the Capital city, this wonderful Lake provides succour for the tourists to get lost in the wilderness away from life’s humdrum and monotony. Moreover, many Nyishi folktales like the popular Tai Bida and his mithuns are associated with Geykar Sinyi. These legends enhance the importance and significance of Geykar Sinyi. Having heard so much about the Geykar Sinyi, I took my wife and children there. Personally, I feel calling Geykar Sinyi, Ganga Lake is a misnomer and irrelevant. However, I found many things which should not be found in an important tourist spot like the Geykar Sinyi. I was enamoured and charmed by the serene surroundings, the virgin forests the stillness of the ambiance and the familiar calls of the insects and some birds. I was left awestruck by the silent Lake, which may have a thousand stories to tell but cannot express, as the benevolent creator has not gifted it with words. The Lake wanted to convey to me many wonderful tales of the distant past but it could not. But being an avid lover of Nature I could imagine many things. I could even see a number of toko plants [palm leaf trees] thanks to the generous droppings of the kindly birds.

However, a number of corrective measures are needed to be initiated by all of us as Geykar Sinyi is our precious asset. We must thank the Governor and the pragmatic and people’s CM for the keen interest they are showing to improve the Lake to make it a numero uno tourist spot in Itanagar. But sadly, it’s the citizens who lack a total civic sense and break all the rules with impunity. They are always ready to litter and spoil a beautiful place like Geykar Sinyi. It is observed that some parts of the concrete pathway have been broken and railings at many places have broken. Many trees have also fallen down and left unattended. I was appalled to see that many of the watchtowers or the waiting sheds are in a ramshackle condition. They need to be repaired at an early date before they are damaged further. Most importantly, there are no restaurants, coffee bars or other recreational centres around the magnificent Lake. The children’s park has been shabbily made with the sheds sans any aesthetics. More local huts with an ethnic touch and locally available materials should be constructed. RCC buildings are a no no. However, what sent my head go for a real spin was when I discovered two used cartridges casually thrown away by the side of the footpath. This is indicative of the fact that poachers are lurking in the precinct of the great Lake. We were greeted by some goats that happily fed on the plants painstakingly planted by the management. I saw a number of boats. However, when I asked a staff whether there were trained boatmen, his answer was negative. It is rather strange that the visitors are asked to do boating at their own risk. This is a serious recipe for disaster. Some experts or trained boatmen should be stationed to help the visitors. The entry fees for the visitors and the camera are also too high. Even to see the magnificent Taj Mahal, the tourists are charged hardly Rs 20 per person.

Having said that, the visitors must be disciplined and understand the importance of protecting the environment. Our people are very good at littering a place. I saw everything that was an eyesore like empty bottles, plastic glasses and wrappers. It is imperative to construct dustbins around the Lake and there should be people to dispose off the garbage. The forests around the Lake should be left alone. No activities like collection of firewood, bamboo shoot should be allowed. Here, the citizens have more responsibilities than the government. Our citizens are very good at blaming the government. My pertinent question is, what are you doing? I join former American President John F. Kennedy who said, “Ask not what your country can do for you. Ask what you can do for your country.” This Lake is a great asset for the state and no effort should be spared to ensure that the Lake is maintained properly. More innovative things should be introduced to give the Lake a pride of place in the state. Rijiju conducts aerial survey of proposed site for FTI at Jote

JOTE, Oct 14: Union Minister of State for Home Affairs Kiren Rijiju today made an aerial survey of the site proposed for setting up of Films and Television Institute at Jote under Papum Pare district. He was accompanied by Raghvendra Singh, Additional Secretary (Films), Ministry of Information and Broadcasting, New Delhi and Chief Minister Nabam Tuki during the visit.

Later addressing the public near the bank of Poma river, Rijiju said Arunachal as a whole is bestowed with rich art and cultural heritage. Govt is keen to improve the image of the state by setting up the institute which will not only help to preserve the rich cultural heritage but will also give platform to youths to showcase their talents through films and televisions. Kiren also appreciated the people of Jote for their support and co-operation in many coming up ambitious projects in their area. He asserted that such co-operation will have great impact on the life of people in days to come.

On development front, he said that each and everyone of us should raise above its party affiliation and must work for peace and progress of the state. “I will never let my Arunachal be in trouble whatsoever and will always work for its development and welfare of the people’, he added.  He also assured the people to be optimistic about outcome of his visit.

IPR Parliamentary Secretary Bamang Felix opined that coming up of Films and Televisions in Arunachal will be a catalyst for a new era of rich and diverse culture and traditions of the people and provide a platform for youths to explore their hidden talents.

Tuki pitches for setting up of  FTI in Arunachal

Earlier, Rijiju accompanied by Raghvendra Singh called on the state Chief Minister Nabam Tuki at his residential office this morning. Interacting with the visiting dignitaries, Tuki pitched Arunachal as the most ideal place for establishment of National Film and Television Institute which will be similar in standard and size as that of Film and Television Institute of India, Pune and Satyajit Ray Film and Television Institute, Kolkata.

The picturesque hills and valleys, simple, hospitable and peace loving people, the serene beauty of lakes, scenic beauty of the snow-clad silver mountain peaks and lush green meadows where thousands of species of flora and fauna prosper will perfectly fit the lens of the film and television makers, the CM justified.

“National Institute of Film and Television in such a location would provide ample scope to the students to learn and research for new means of film making” Tuki emphatically said. This initiative will not only nurture creative talent but will also promote growth of film industry in Arunachal Pradesh as well as the North East, he further added while informing that Arunachal State Film Festival has been conducted as an annual event since last two years.

He however pointed out that few immediate concerns like the problems of connectivity by air, road and rail are being addressed on right earnest as there are number of projects underway. He requested the visiting Union Minister and the additional secretary to consider in gifting the state with the proposed institute for which the State Government is ready to provide land.

Earlier, secretary IPR Dani Sallu gave an impressive power point presentation informing the visiting guests about the potentials of Arunachal film makers who have won national awards in film making.

 

 

Apex Bank branch inaugurated at Tirbin

ITANAGAR, Oct 14: The people of Tirbin in West Siang district were joyous with PWD Minister Gojen Gadi inaugurating the State Cooperative Apex Bank branch there today to meet their long felt demand.

In his inaugural address, Gadi said that the establishment of the bank is proof of the Nabam Tuki-led state government’s commitment to all round development which could be possible with the willing support of the masses.

Pointing out that that connectivity is the key to development, he sought the people’s support to all developmental activities, particularly the ongoing Trans-Arunachal Highway (TAH).

The branch is functional with C Lombi as its branch manager and would offer core bank solution to benefit the people though various bank schemes, Apex Bank administrator Dr Olik Taring said, and assured committed service.  

ZPM Bajap Jilen appreciated the Minister and district administration for their initiative in establishing the bank which would help them in financial transactions at their door steps.

This is a step forward in financial exclusion in the state as Tuki while launching PM’s Jan Dhan Yonjana along with Union MoS (Home) Kiren Rijiju at Banquet Hall here on August 29 last had advocated that state owned banks like Apex Bank and Rural Bank having presence in remote areas should join the ambitious scheme to benefit the poor and needy in far flung parts of the hilly state.

Later, Gadi addressed a public meeting to expedite the construction of 407 km Tuting-Pangin TAH.

West Siang deputy commissioner Pige Ligu, who attended the meeting along with the DFO, announced to submit the proposals for land acquisition proposals between to Tai to Boleng (43 km) to the GoAP by November 15 next as seventy percent of work is over.

 

 

Acute shortage of LPG at Pasighat

PASIGHAT, Oct 14: The people from Pasighat and adjoining villages are facing acute shortage of LPG cylinders for the last couple of weeks. Long queues are always witnessed at M/s Sango Gas Agency where consumers reach early in the morning and wait for long hours to get a single cylinder. The people coming from adjoining villages have to spend even the entire day waiting but often return empty.

Ninong Ering, Member of Parliament (LS) while interacting with the members of Pasighat Market Association (PMA) today informed that he has already directed the DC East Siang to take appropriate and immediate action to make LPG available in the district. Ering urged the administration to ensure adequate supply so that consumers can get the cooking gas timely.

East Siang DC Nidhi Srivastava and DF&CSO Vijay Pertin today informed that the issue was being taken up with the Chief Area Manager (IOC), Guwahati on priority admitting that present crisis was causing tremendous problems to the consumers.

IOC is set to introduce computerized SMS alert to the registered consumers soon that would alleviate difficulties faced by the genuine LPG consumers besides maintaining transparency in the system. Surprise raids would be conducted in hotels and restaurants to check illegal uses of domestic cylinders for commercial purposes, the officials assured.

DF&CSO Pertin in an official statement added that the monthly allotment for 14, 787 registered consumers is only 6,700 cylinders (per month) which is practically inadequate for the densely populated town like Pasighat. Unfortunately the district was not even getting as per the allotment for long and was receiving 5000 cylinders or lesser in a month. Such short supply every month is ultimately creating LPG cylinder crisis in the district. He further added that during the festive season demands are high but supply is inadequate from refilling plant due to frequent holidays and various reasons. According to him, so far 1,300 cylinders have only been issued to East Siang District by IOC in the month of October, informed Pertin. DIPRO

 

 

Lower Subansiri district bandh cripples life

ZIRO, Oct 14: The 12-hours down to dusk Lower Subansiri District bandh call given by All Lower Subansiri Trans-Arunachal Highway Land Affected People’s Forum (ALSTAHLAPF) yesterday in protest against the State Government’s alleged failure to fulfill their three-point charter of demands, passed off peacefully. There was no report of any untoward incident during the bandh, according to Ziro police sources.

However, normal life was affected badly especially in township areas, as most of vehicles were off the road, except few vehicles of police, magistrate, ambulance and media persons. Markets and other business establishments kept their shutters down, all the educational institutions, banks, post office and petrol pumps also remained closed during the bandh period.

Due to the bandh call, people of Kurung Kumey and Upper Subansiri were also hampered as the most of the passenger vehicles bound for State Capital has to touch Lower Subansiri District.

Talking to this reporter, Mihin Doliyang, Secretary ALSTAHLAPF, Ziro-I unit told that the bandh call was given in protest against the State Government’s non-responsive attitude towards fulfilling three points charter of demands which includes immediate payment of compensation to land affected people of  Trans-Arunachal Highway as per the properties assessment done recently by the team, cancellation of 2012 Gram Sabha resolutions wherein it was stated that ‘there is no primitive forest land, schedule tribe forest land, individual / private forest land and community forest land in Lower Subansiri district’ and immediate maintenance of road from Potin to Bopi village which fall under NH-229 as the GREF already handed it over to the state government. “We are not demanding the compensation beyond the rate that is being paid to land affected people of other districts. We are just demanding equal rate. Until and unless our demands are fulfilled, we will not sit idle and we will decide later for further course of action,” he said.

Meanwhile, Hapoli Market Traders Association (HMTA) in a press conference held in its office yesterday expressed their resentment for initiating sudden bandh call by the ALSTAHLAPF without informing them well in advance.  

HMTA’s President Yomdo Tadu, while observing the issues of bandh call said that the market should have been excluded from the purview of the bandh as it is not related with the issues.

He further said that, ALSTAHLAPF should have intimated the HMTA well in advance but the same was given in very short notice. “We have today extended our support by keeping our shops closed but in future, they should intimate us well in advance so that we can decide whether to support or not, as one day bandh of market amounts to huge losses”. He further appealed the government for bringing immediate solution so that the business community is not affected. HMTA secretary Dusu Tamang appealed the NGOs and organizations to exclude business establishments from the purview of bandh call unless it concerns to public of the area and even if so, the concern body should inform the Market Association or Committee well in advance for any decision or preparation.

Chindang Festival greetings

ITANAGAR, Oct 14: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has conveyed his warm greetings to people of the State on the festive occasion of Chindang and expressed hope that the festivity will usher-in good harvest, prosperity and happiness for all.

In his festival message to the people, the Governor said that indigenous festivals have always brought the people closer to nature. During these festivals, offering prayers and performing rituals are made towards the mountains, rivers, Sun and Moon, while seeking their blessings for the well-being of humankind and for good harvest. The indigenous communities also offer prayers to resist the evil spirits from entering the villages and causing harm to the people and the domestic animals, which are the source of villagers` livelihood. This way, the gift of nature is maintained. The Governor wished that the indigenous communities continue to maintain the age-old practice of preserving the green environment for themselves and for the future generation. Festivals like Chindang, he said are the medium through which such rich traditions propagate.

On this joyous occasion, I join my Sajolang brethren in offering prayers to Almighty for welfare of mankind, the Governor said.

Chief Minister Nabam Tuki also extended his greetings on the auspicious occasion of Chindang festival to the people of Arunachal Pradesh particularly the Sajolang community.

In his festival message, Tuki hoped that the festival would usher in peace and tranquility in the society besides fostering brotherhood and mutual understanding amongst the citizens.

He called upon the youths and upcoming generation to take responsibility of preserving the rich culture and tradition.

“We should not forget our roots and strive to carry forward the rich and unique legacy”, Tuki said in his message.

 

AAPSU supports transfer and posting of teachers

ITANAGAR, Oct 14: The All Arunachal Pradesh Students Union (AAPSU) today extended support to the process of transfer and posting of teachers being carried out by the Education department. In a press release AAPSU stated that the transfer and posting of teachers on need basis in various schools of the state was long pending demand of the union.

The union observed that most of the schools across the state are facing shortage of teachers especially that of the subject teachers. The AAPSU has decided to extend full support and cooperation with state govt. in this noble initiative. However they added that process of transfer and posting should not be politicized as it will harm this righteous initiative. The union has appealed to the state govt. to fast-track the process of the transfer and posting of the teachers. AAPSU also stated that policy of sending lecturers and teachers on deputation to departments other than the Education department is uncalled for. Union further added, “At a time when schools and colleges are facing shortage of teachers such move is uncalled for and should be stopped immediately.” Terming such practice as anti-students, the union urged government to call back all such teaching staff from various departments.

 

Camp benefits PHED workers

ITANAGAR, Oct 14: Arunachal Pradesh Building and Others Construction Workers Welfare Board (APB&OCWWB) in collaboration with All Arunachal Pradesh PHE Department Workers Union conducted an awareness campaign at Seinki View here today. The awareness campaign was basically meant for PHE department workers with objectives to create awareness among them about the benefits being provided in the board. Hundreds of PHED workers have attended the campaign.

Speaking on the programe, APB&OCWWB Chairman Nyamar Karbak exhorted that PHED workers are rendering most noble services to its people across the state in particular or nation as a whole. “Without your selfless service, the existence of human life is not possible” Board chairman told the workers while extolling them.  

Karbak requested the PHED workers to get themselves registered in the board to avail the benefits. He stated that board is committed to its service for the welfare of weaker sections specially registered workers who are deprived by the authority. On the regularization issue, he said that each person should be uniformly treated by the department, “regularization may be only considered on seniority.  He appealed the PHEF workers union to work for the welfare of the workers. Karbak later distributed solar lamb, hamlets and other kits to the workers.

Earlier, Board registration officer Neri Dodum highlighted the aims and objectives’ of the awareness campaign. He also briefed on the procedure to register themselves so that they could avail the benefits.  Indian National Trade Union Congress (INTUC) general secretary Kenkar Yomcha in his deliberation encouraged the workers to get themselves registered.

 

State arm wrestlers bag 3 medals

ITANAGAR, Oct 14: Arm wrestler Kento Lomi bagged the Gold in the 78-kg junior category in the recently concluded 2nd Dr B R Ambedkar National Games 2014 held at New Delhi.    Arunachal Pradesh Arm-Sports Association (APSA) informed that Lardu Yigam clinched the Silver medal in 57-kg junior category while Doi Taipodia bagged the bronze in 70-kg senior category.

The 11-member Arunachal team was led by coach and national referee Arm-Sports Pakjar Taipodia.

 

Sagalee officials visit cyclone affected area

ITANAGAR, Oct 14: The Sagalee administration lead by EAC Akan Regon visited cyclone devastated Pakti Panchayat under Mengio circle of Papum Pare district on 9th October. The storm had left trail of devastation with crops and building being badly damaged. The officials interacted with the local public and assured to look into the problems highlighted by them.

 

AAPACO says gambling be banned in the entire state

ITANAGAR, Oct 14: Expressing dissatisfaction on the ban of gambling only in Itanagar Capital Complex under Arunachal Pradesh Gambling (Prohibition) Act 2012, the All Arunachal Pradesh Anti Corruption Organization (AAPACO) has requested the Chief Secretary to issue order for the ban in the entire state.

In its letter to the Chief Secretary, it said, if the rule has been framed and passed by the state government for the entire state, why was the order issued only for Capital Complex.

The ban was issued by the Capital Complex DC on October 9 last.

 

RSU seeks subject teachers at Riga Secondary School

ITANAGAR, Oct 14:  Hailing the state education minister’s transfer and posting policy, the Riga Students’ Union (RGU) has requested him to post subject teachers at Riga Secondary School.

In a release, while appealing the Arunachal Teachers’ Association (ATA) East Siang unit) not to oppose the step, it said that rather they should appreciate and cooperate with the steps taken by the government so that the students studying in interior areas like Riga and other interior places are not deprived.

 

AAPWU WW conducts awareness campaign at Upper Subansiri

ITANAGAR, Oct 14: The All Arunachal Pradesh Workers’ Union (AAPWU) Women Wing organized an awareness campaign at Upper Subansiri district from October 10 to 13 last. During the five-day campaign, the problems of the workers were addressed to.

The participating workers were suggested to avail the benefits available under Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB).

ACF condemns attack on prayer centre

ITANAGAR, Oct 14: The Arunachal Christian Forum (ACF) has condemned the incident wherein the Second Coming prayer centre at Jullang, Itanagar was vandalized by some miscreants on October 9 last.

While thanking the law enforcing authority for their timely intervention in arresting the persons involved, it appealed people to desist from harboring any ill feelings against the prayer centre.

 

IMR meeting conducted at Seppa

SEPPA, Oct 14: East Kameng Deputy Commissioner cum Chairman, District Health Society, Sandeep Kumar Singh has stressed on proper implementation of IMR programme in the district. He was chairing the steering committee meeting on Infant Mortality Rate held at Seppa yesterday.

The DC directed the DMO to prepare block-wise immunization schedule and also suggested for conducting a mass awareness on the programme jointly with ICDC and Education department.

ADC Pooja Jain suggested for display of hoardings on immunization schedule in all health centres and also suggested to intensify the IEC/BCC activities in villages using the service of ASHA, ASHA facilitators and AWWs.

Medical Superintendent Dr. K Gyadi presented the total mortality rate with live birth and causes of death in the District. Dr. TJ Tata, MD (Paed) updated on various medical and social causes of infant mortality and emphasised carrying out of proper immunization programme. Deputy Director ICDS requested the DMO, Seppa to prepare proper schedule for immunization programme.

Earlier, District Medical Officer Dr. N Geyi in his key note address informed that due to non procurement of medicines at the district level for East Kameng for the year 2014-15, there is an acute shortage of medicine in every health centre. DIPRO

 

Society demands street light at Nari township

RUKSIN, Oct 14: The Ramle Banggo Welfare Society (RBWS) has expressed concern over the absence of lighting system in and around the Nari Township.

The society said that Nari sub-division in East Siang district has a strategic importance as the area is located at the vulnerable Assam-Arunachal boundary. The local villagers have witnessed numerous incidents of burglary and insurgency activities in the area during the past two decades. But still the lighting system of the area remains the same despite repeated appeals to the concerned authorities.

The society has demanded the authority to install street lights at Nari Charali, Nari village, Medical colony, stadium and other vulnerable locations. It also appealed to the Nari-Koyu MLA to take up the issue with the concerned department.

 

CIDC provides skill development training for Changlang youths

CHANGLANG, Oct 14: Construction Industry Development Council (CIDC), New Delhi in co-ordination with the District Administration, Changlang along with Oil India Limited has decided to impart phase-wise skill development training and placement of youth from economically and socially weak sections of Oil India operational areas in Changlang District under Corporate Social Responsibility scheme.

Altogether, 208 trainees have been selected by CIDC out of which 26 trainees are undergoing training under  Ghaziabad based CIDC training centre in different trades like general works Supervisor, land surveyor, plumber storekeeper and safety inspector.

 

House gutted

ITANAGAR, Oct 14: The house of one Yangki Tondrang was gutted down in a fire accident at Rishing Village under Tuting Sub- Division of Upper Siang on October 5 last. Meanwhile, the Bogum- Bokang Welfare Society has temporarily constructed a hut for the victim’s family and also provided relief materials to the victim.

PGCIL conducts disability assessment camp

ITANAGAR, Oct 14: Power Grid Corporation of India Limited (PGCIL) under Corporate Social Responsibility (CSR) and Artificial Limbs Manufacturing Corporation of India (ALIMCO), a Government of India undertaking in collaboration with World Vision India, Nyishi Baptist Church Council (NBCC) and All Arunachal Pradesh Handicapped Welfare Society organized a one day disability assessment camp at NBCC compound, Naharlagun  today.

Around 250 persons with disabilities having mobility problems, artificial limbs, visual impairments, mentally retarded, hearing impairments availed the opportunity. The P&O and Audiologist examined the patients for appropriate devices which will be provided to them free of cost after 45 days from the date of assessment camp.

 

Arunachalee cultural troupe takepart in Lokrang festival  

ITANAGAR, Oct 14: A 15-member "Rikam Pada" cultural troupe from Arunachal Pradesh under the department of Art and Culture participated in the 11 days 21st Lokrang Festival-2014 at Jaipur on Oct 12 last. The 11 day long festival is being organized by the North Zone Culture Center, Patiala in collaboration with Jawahar Kala Kendra, Jaipur, Rajasthan from Oct 9 last. Altogether 170 troupes from different parts of India are participating in the festival. The cultural troupe is expected to participate in the cultural programme being organized at Lok Kala Kendra, Patiala, Punjab from Oct 15 to 19.

 

Social service at DNGC

ITANAGAR, Oct 14: The Papum Pare Collegian Co-ordination Committee of Dera Natung Govt College today conducted a mass social service programme at DNG College campus. Around 100 students took part in the programme. During the day students cleaned toilets, bathroom and also the college campus.

The volunteers gave awareness to the students on the need to keep the campus clean. Meanwhile Papum Pare Collegian Co-ordination Committee has appealed to PHE & WS department to make water supply available round the clock inside the college campus.

 

APSCW village level social awareness programme

ITANAGAR, Oct 14: In continuation of “Chalo Gaon ki Aur” programme, the APSCW in collaboration with APWWS Sarli branch, Mengder Hengder Welfare Society, Koloriang and APWWS Yachuli branch of Lower Subansiri organized a day long programme at Sarli and Parsi Parlo, Kurung Kumey district and Yachuli during Oct 7 to 10.

While addressing the gathering at Sarli and Parsi-Parlo, APSCW chairperson Gumri Ringu said that the highest number of child marriage, bonded labour cases has been reported from Kurung Kumey district. As per the research study conducted by the Commission, highest school dropout rate of girl childs have been reported from Kurung Kumey district with 53.7 percent.

Advocate Kani Nada Maling, Member Secretary Higio Yame, former Secretary General of APWWS (CEC) Bengia Deepti Tadar, General Secretary and Vice President of Nyishi Nyiem Achem Nido Savita and Rani Tajo also spoke on the occasion.

It is worth mentioning here that despite of lot of impediments the APSCW has been tirelessly campaigning for the eradication of social evil since its inception in 2005. The third body of the Commission under the chairperson of Gumri Ringu has disposed off 130 cases so far and has succeeded in reaching the remote areas.

ISL has potential to change the face of Indian football

All roads in Guwahati on Monday led to the Indira Gandhi Stadium. The sheer number of people coming in to watch the Indian Super League match between North-East United FC and Kerala Blasters FC has galvanized the football lovers of the region. It was in almost pristine conditions, a new era in Indian football was ushered in as the entire North-East basked in reflected glory. The stadium packed to the brim. Fans sang and danced in the stands. Fireworks lit up the night sky. The pitch resembled a green carpet under the full glow of the floodlights.

One could not have asked for a better setting for ISL's first match in the North-East where football is a celebration of life itself. You could actually be forgiven for mistaking the Indira Gandhi Stadium here on Monday for a European or a Brazilian venue. NEUFC's 1-0 win over Kerala Blasters proved to be the icing on the cake. The rousing reception that the NEUFC players got from the fans when they took a lap of honour was electrifying. But, the biggest cheer was reserved for the Little Master — Sachin Tendulkar, the co-owner of Kerala Blasters FC. Sachin was given a standing ovation by the crowd. The ISL truly has the potential to change the face of Indian football and Tendulkar highlighted just that.

Through your esteemed daily, I would like to appreciate Adi Baane Kebang (ABK) women’s wing for taking pain to stop unauthorised selling of wine and alcohol in local shops. We see around us many lives gone astray because of alchohol. ABK and its women wings should continue their work towards building a healthy society. Moreover, they should take up more action against selling of gutkas, drugs and ganja.

At last, I once again thank and appreciate those women of ABK for doing good services towards the society. Service to mankind is service to god.

Through the columns of your esteemed daily, I would like to give thanks to Adi Baane Kebang (Women’s Wings)  Pasighat unit for their effort to stop  evil practices of the society under Pasighat as reported in your daily.

I am really proud of them because foreign liquor, fevicol, cannabis, ghutka and other drug not only spoil a life but family and society as well.

I request all those who are leading the society, NGOs and student’s union to get involved in such drive in their respective areas for the betterment of the society. The District administration should cooperate with the society, NGO and related unions.

Lastly, I do hope that the Women’s Wings will continue their efforts so that awareness reaches even to the people residing in remote areas too. In the villages, some people use these substances without being aware of the consequences.

Check ILP

Dear Editor,

I regret to inform the concern authorities of the capital complex that as the time passes by; there are growing numbers of non-Arunachali in our twin-city. Mostly, they are from our neighbouring states.

You see hundreds of them in Ganga market near Tower clock and Trijunction near General hospital, Naharlagun every morning before 8 a.m. Everyday hundreds of non-tribals are seen standing there for a day’s labour.

My question is whether they all possess an ILP?

If not, then the day is not far for Arunachal Pradesh to become a state like Tripura, Meghalaya where the tribals of the native state have became minority and outsiders are in majority.

I earnestly request the concern authorities to check the ILP’s of these people during morning hour so that those without ILP are not encouraged.

Many people who are not from the state but share the same physical features are reported to have gained entry through the Hollongi check gates.

Vigilance is necessary in this area with more number of police check posts.

And I appeal to student bodies to help the authorities to check those without ILPs.

We don’t have teacher

Dear Editor,

This is regarding recent news in your esteemed daily about excess number of teachers in West Siang. It was shocking to read that news because in Tatamori village of Gensi circle, it has been almost four years without a teacher in the village, although there is a beautiful OB type teacher’s quarter equipped with running water facilities & bathroom.

The village also have good road connectivity to Gensi town. Despite all these, no teachers stay there for more than three months.  

Every year one teacher is posted there for only three months but rest of the months they are enjoying touring  India. Many times complain have been given but he has been given political protection. So what can uneducated villagers do as they don’t know how to deal officially?

Moreover, many students have left their studies due to non availability of government schools in nearby area as Gensi town is 12 km away from the village.

It is my earnest request to the higher authority of education department to take bold step to save the future of our innocent children.

It’s not a punishment

Dear Editor,

Through your esteemed daily, I would like to share my views regarding ongoing clashes between teacher’s community and Education minister related to transfer. Why people of our own state are reluctant to serve in other places of state?

If the Arunachalee themselves do not want to serve all parts of the state then who do we expect?

The remote places of our state are in great need of service, so transfer or serving in those remote places is an opportunity to render their valuable service for the balanced development of state and should not be taken as punishment.
