The Information and Broadcasting ministry is planning to launch two satellite channels for the North Eastern region, Rijiju said today.
Of these, one channel with the proposed nomenclature ‘Arunprova’ would be dedicated to Arunachal and Sikkim, Rijiju told reporters here.
"The channels will help the region in promoting the local art and culture besides creating awareness among the people of other parts of the country on the rich heritage of the North East," he said.
"Personally I am giving attention to all the mega projects in the pipeline for the region and will see that these projects are implemented in time," Rijiju said. PTI

Mass transfers in Education department have lit-
The order has not gone down well with most of the teachers, especially those working in East Siang. More than four hundred teachers from the district have been posted to East Kameng and Longding districts, considered less accessible within a very backward state.
Now, conventionally, such transfers should not be opposed as it is the duty of the government employees to serve wherever they are posted. But, the situation this time has been different with many questioning the motive of the transfers and dubbing it politically motivated.
On the other hand, the Minister has categorically said that the transfers were initiated
to streamline the Education department. If that is the truth, it is indeed a welcome
move. The only hitch here is that not all transfers were done with good intention.
There are accusations abound that most teachers transferred from Pangin-
Whatever may be the reason for the transfers, the welfare of the students are paramount and it should be on the top priority of the government as well as the teachers. But this time around, the studies are bound to be affected as the students are already in the middle of session. In most of the cases, the teachers are unlikely to pack and leave for their respective places very easily. There seems no truce in sight as of now with teachers already striking in East Siang.
The adamant stand of the government will not be very helpful as many teachers who are in need of constant medical attention, physically challenged and on the verge of retirement have been transferred. More humane stand needs to be adopted in such cases.
The financial involvement because of these transfers will be heavy for the already impoverished state. Come March, it will not only the contractors or the numerous union and association leaders who will harass the government but teachers as well demanding reimbursement of the money expended as they moved from one school to the another.
While the government is at it, it might as well look into the problem of shortages of teachers all over the state and ensure that there is equitable distribution of teachers. One needs to look beyond the district headquarters.
For long, there have been various discussions to streamline the education department. The results have remained the same as the school education system in the state has gone from bad to worse with massive political interference at every step right from postings to appointments of most of the teachers. End result is that most of the students continue to struggle with basic reading and writing skills and mathematics. One just wishes that these transfers and postings are really for the welfare of the children. Hopefully, their ‘welfare’ is not being used as an excuse by the elders to indulge in activities that are not necessarily for their wellbeing. The students should not be sandwiched between an adamant minister and reluctant teachers.
East Siang teachers start indefinite pen-

who are agitating against the mass transfer, have started indefinite Pen-
ATA sources informed that more than 1500 teachers from 199 schools including 12 Secondary Schools and 10 Higher Secondary Schools have joined the strike and registered their protest against the mass transfer. The ATA unit termed the mass transfer as unethical, illogical and gross violation of legitimate norms.
Sources said that the strike would be continued for indefinite period until the state government assured to relocate or cancel the transfer order.
On the other hand, Ruksin Mandal BJP committee led by Tamat Jonnom today conducted a meeting of the party workers and discussed the mass transfer issue and opposed the transfer move. The Mandal BJP in a written statement alleged that the illegal transfer was ‘political vendetta’ of the Education Minister, which is ruining the academic career of the young students of the district. “The transfer targets a section, who are said to be political opponent of the Congress ministers and MLAs in the district. Harassment of the innocent teachers in the name of rationalization cannot be accepted. Moreover, the state government running with severe financial crisis should not try to spend huge amount of money from the government exchequer as travelling allowance in the name of transfer”, the BJP leaders said.
PSUs join hands with Govt to make Swachch Vidhyalaya Abhiyan a grand success in state
ITANAGAR, Oct 14: A coordination meeting with Public Sector Undertakings and Central Govt. organizations on ‘Swachch Bharat, Swachch Vidhyalaya’ Abhiyan was convened by the Secretary Education here today. The representatives from all the banks functioning in the Capital Complex, Itanagar, NEEPCO, NHPC, CRPF and ITBP participated in the coordination meeting.
Addressing the participants, education secretary R K Mishra, explained details of ‘Clean India’, particularly compulsory construction of separate toilets for boys and girls in the schools. Citing the Prime Minister’s recent announcement that by August, 2015, the schools all over India will be fully provided with separate toilet facilities, he emphasized on the need for joining of Arunachal Pradesh in this mission.
Stating that the state has over all backlog of 403 unconstructed toilets, Mishra requested all the Public Sector undertakings specially banks or corporations to involve in building and rebuilding the healthy environment of schools of the state. He requested each of the corporations, banks and other Central Govt. sectors such as CRPF and ITBP to voluntarily adopt one or two schools each and to contribute fund for construction of separate toilet units as per school’s requirement during the current and next financial years to finish the same by August 2015.
All the participants present whole heartedly agreed with the education secretary that the launch of Swachh Bharat, Swach Vidhyalaya Abhiyan is an appreciable step in making the school environment healthy and hygienic. All the representatives present accepted in principle that each of them will adopt one or two schools and construct required toilet within a year or two.
During the meeting it was disclosed that ITBP has already constructed 2 toilets in Papum Pare district, while CRPF constructed three school toilets in Papum Pare and Upper Subansiri.
NEEPCO had constructed 29 toilets in Lower Subansiri, West Kameng and Papum Pare, while NHPC constructed five toilets in Lower Dibang Valley, Lower Subansiri and Tawang.

Saying that the original site proposed for the same was at Simari in Roing, the union added that all the memorandums submitted in this regard to the Government of Arunachal Pradesh were ignored. “Our fight is not against any group but against the State Government which is trying to manipulate things according to its own benefit,” added Elapra.

Regarding improvement of road networks, NIT has been floated and road networks works including carpeting, drains, footpaths etc have been completed strictly as per the scope of the works, the DD further said adding that physical target of the works have been achieved and therefore, the allegation is arbitrary and there is no iota of truth in it.
Denying misuse of Rs 53 crore meant for road improvement, the department further clarified that the Centre has released Rs 53.40 crore so far out of 91.28 crore sanctioned for bus and truck terminals, parking lots including road networks and state has also released its matching share of Rs 9.12 crore. Of the released amount the department had released only 48.36 crore (against Rs 58.004 crore estimated cost of road network). Payment has also been made to various constructors. However, the department is yet to clear pending bills to the tune of Rs 10 crore to the contractors of road networks as the fund is still awaited from the Centre. The complainant Yukar Tara could have obtained the actual facts and figures from the department before slapping allegations, the department said and sought cooperation of public in executing the work smoothly.

Meanwhile, headmaster of the school, Anjib Rhiang, urged the CPEB to organize such awareness for the villagers also and advised the students to spread the message of awareness on biodiversity conservation to the villagers.

SHILLONG, Oct 14: ‘Rs. 3000 crores is being invested by the Government of India to develop national highways in the North East region with the primary aim to realise its tourism potential,’ said Union Minister of State for Tourism & Culture (Independent) Shripad Naik today at the Third edition of International Tourism Mart at State Convention Centre, Shillong.
Stating tourism in North East as the true pillar of Indian tourism, Naik said that the Centre takes keen interest in development of North East especially in tourism sector. Earlier, Naik formally inaugurated the Third ITM in the presence of Chief Minister of Meghalaya Dr Mukul Sangma.
In a meeting with the officials from Department of Tourism, GoAP and tour operators, Pema Khandu said that the foreign tourists do not expect great infrastructure and five star facilities. “They love the way we are and our distinct cultural pluralism and lifestyle, and the raw nature, the diverse landscapes while the only areas we should focus is hygiene and cleanliness, environment protection and hospitality to boost tourism in the state.” he added.
Later, the Minister supervised the Arunachal Pradesh Tourism Stall.
Tourism Minister and Parliamentary Secretaries of the North Eastern states were present in the inaugural function, apart from delegates from 22 countries which included tour operators. Minister of Tourism Pema Khandu, Secretary Tourism Joram Beda, Director Tourism Taru Talo, AD (Tourism) Bengia Manna Sonam, DTO Leena Perme, TIOs and tour operators from the state represented Arunachal Pradesh in the ITM.
The International Tourism Mart is being organized by the Ministry of Tourism, Govt. of India to tap the huge tourism potential of the North East Region and bring it to the forefront of international tourism. The ITM Shillong is third in the series. The First was held in Guwahati in 2012 and the Second at Tawang during 2013.
The lake not lacking in aesthetics !

Sometimes one feels happy and satisfied after visiting a tourist spot. But it’s not always that all people return from such a place happy and contented for some reasons or the other. As my family and I returned from the famous Geykar Sinyi many questions cropped up in my dull mind. In fact, there are more questions than answers. We all are aware that this magnificent lake is the only place in the periphery of Itanagar where the physically and mentally weary residents of the noisy and polluted city can go and enjoy the quiet ambiance and relish the Mother Nature’s bountiful gifts. With not many places for the visiting tourists to visit in and around the Capital city, this wonderful Lake provides succour for the tourists to get lost in the wilderness away from life’s humdrum and monotony. Moreover, many Nyishi folktales like the popular Tai Bida and his mithuns are associated with Geykar Sinyi. These legends enhance the importance and significance of Geykar Sinyi. Having heard so much about the Geykar Sinyi, I took my wife and children there. Personally, I feel calling Geykar Sinyi, Ganga Lake is a misnomer and irrelevant. However, I found many things which should not be found in an important tourist spot like the Geykar Sinyi. I was enamoured and charmed by the serene surroundings, the virgin forests the stillness of the ambiance and the familiar calls of the insects and some birds. I was left awestruck by the silent Lake, which may have a thousand stories to tell but cannot express, as the benevolent creator has not gifted it with words. The Lake wanted to convey to me many wonderful tales of the distant past but it could not. But being an avid lover of Nature I could imagine many things. I could even see a number of toko plants [palm leaf trees] thanks to the generous droppings of the kindly birds.
However, a number of corrective measures are needed to be initiated by all of us as Geykar Sinyi is our precious asset. We must thank the Governor and the pragmatic and people’s CM for the keen interest they are showing to improve the Lake to make it a numero uno tourist spot in Itanagar. But sadly, it’s the citizens who lack a total civic sense and break all the rules with impunity. They are always ready to litter and spoil a beautiful place like Geykar Sinyi. It is observed that some parts of the concrete pathway have been broken and railings at many places have broken. Many trees have also fallen down and left unattended. I was appalled to see that many of the watchtowers or the waiting sheds are in a ramshackle condition. They need to be repaired at an early date before they are damaged further. Most importantly, there are no restaurants, coffee bars or other recreational centres around the magnificent Lake. The children’s park has been shabbily made with the sheds sans any aesthetics. More local huts with an ethnic touch and locally available materials should be constructed. RCC buildings are a no no. However, what sent my head go for a real spin was when I discovered two used cartridges casually thrown away by the side of the footpath. This is indicative of the fact that poachers are lurking in the precinct of the great Lake. We were greeted by some goats that happily fed on the plants painstakingly planted by the management. I saw a number of boats. However, when I asked a staff whether there were trained boatmen, his answer was negative. It is rather strange that the visitors are asked to do boating at their own risk. This is a serious recipe for disaster. Some experts or trained boatmen should be stationed to help the visitors. The entry fees for the visitors and the camera are also too high. Even to see the magnificent Taj Mahal, the tourists are charged hardly Rs 20 per person.
Having said that, the visitors must be disciplined and understand the importance of protecting the environment. Our people are very good at littering a place. I saw everything that was an eyesore like empty bottles, plastic glasses and wrappers. It is imperative to construct dustbins around the Lake and there should be people to dispose off the garbage. The forests around the Lake should be left alone. No activities like collection of firewood, bamboo shoot should be allowed. Here, the citizens have more responsibilities than the government. Our citizens are very good at blaming the government. My pertinent question is, what are you doing? I join former American President John F. Kennedy who said, “Ask not what your country can do for you. Ask what you can do for your country.” This Lake is a great asset for the state and no effort should be spared to ensure that the Lake is maintained properly. Tuki pitches for setting up of FTI in Arunachal

Acute shortage of LPG at Pasighat
PASIGHAT, Oct 14: The people from Pasighat and adjoining villages are facing acute shortage of LPG cylinders for the last couple of weeks. Long queues are always witnessed at M/s Sango Gas Agency where consumers reach early in the morning and wait for long hours to get a single cylinder. The people coming from adjoining villages have to spend even the entire day waiting but often return empty.
Ninong Ering, Member of Parliament (LS) while interacting with the members of Pasighat Market Association (PMA) today informed that he has already directed the DC East Siang to take appropriate and immediate action to make LPG available in the district. Ering urged the administration to ensure adequate supply so that consumers can get the cooking gas timely.
East Siang DC Nidhi Srivastava and DF&CSO Vijay Pertin today informed that the issue was being taken up with the Chief Area Manager (IOC), Guwahati on priority admitting that present crisis was causing tremendous problems to the consumers.
IOC is set to introduce computerized SMS alert to the registered consumers soon that would alleviate difficulties faced by the genuine LPG consumers besides maintaining transparency in the system. Surprise raids would be conducted in hotels and restaurants to check illegal uses of domestic cylinders for commercial purposes, the officials assured.
DF&CSO Pertin in an official statement added that the monthly allotment for 14, 787 registered consumers is only 6,700 cylinders (per month) which is practically inadequate for the densely populated town like Pasighat. Unfortunately the district was not even getting as per the allotment for long and was receiving 5000 cylinders or lesser in a month. Such short supply every month is ultimately creating LPG cylinder crisis in the district. He further added that during the festive season demands are high but supply is inadequate from refilling plant due to frequent holidays and various reasons. According to him, so far 1,300 cylinders have only been issued to East Siang District by IOC in the month of October, informed Pertin. DIPRO

Meanwhile, Hapoli Market Traders Association (HMTA) in a press conference held in its office yesterday expressed their resentment for initiating sudden bandh call by the ALSTAHLAPF without informing them well in advance.
HMTA’s President Yomdo Tadu, while observing the issues of bandh call said that the market should have been excluded from the purview of the bandh as it is not related with the issues.
He further said that, ALSTAHLAPF should have intimated the HMTA well in advance but the same was given in very short notice. “We have today extended our support by keeping our shops closed but in future, they should intimate us well in advance so that we can decide whether to support or not, as one day bandh of market amounts to huge losses”. He further appealed the government for bringing immediate solution so that the business community is not affected. HMTA secretary Dusu Tamang appealed the NGOs and organizations to exclude business establishments from the purview of bandh call unless it concerns to public of the area and even if so, the concern body should inform the Market Association or Committee well in advance for any decision or preparation.

Speaking on the programe, APB&OCWWB Chairman Nyamar Karbak exhorted that PHED workers are rendering most noble services to its people across the state in particular or nation as a whole. “Without your selfless service, the existence of human life is not possible” Board chairman told the workers while extolling them.
Karbak requested the PHED workers to get themselves registered in the board to avail the benefits. He stated that board is committed to its service for the welfare of weaker sections specially registered workers who are deprived by the authority. AAPACO says gambling be banned in the entire state
ITANAGAR, Oct 14: Expressing dissatisfaction on the ban of gambling only in Itanagar Capital Complex under Arunachal Pradesh Gambling (Prohibition) Act 2012, the All Arunachal Pradesh Anti Corruption Organization (AAPACO) has requested the Chief Secretary to issue order for the ban in the entire state.
In its letter to the Chief Secretary, it said, if the rule has been framed and passed by the state government for the entire state, why was the order issued only for Capital Complex.
The ban was issued by the Capital Complex DC on October 9 last.

Through the columns of your esteemed daily, I would like to give thanks to Adi Baane Kebang (Women’s Wings) Pasighat unit for their effort to stop evil practices of the society under Pasighat as reported in your daily.
I am really proud of them because foreign liquor, fevicol, cannabis, ghutka and other drug not only spoil a life but family and society as well.
I request all those who are leading the society, NGOs and student’s union to get involved in such drive in their respective areas for the betterment of the society. The District administration should cooperate with the society, NGO and related unions.
Lastly, I do hope that the Women’s Wings will continue their efforts so that awareness reaches even to the people residing in remote areas too. In the villages, some people use these substances without being aware of the consequences.

If not, then the day is not far for Arunachal Pradesh to become a state like Tripura, Meghalaya where the tribals of the native state have became minority and outsiders are in majority.
I earnestly request the concern authorities to check the ILP’s of these people during morning hour so that those without ILP are not encouraged.
Many people who are not from the state but share the same physical features are reported to have gained entry through the Hollongi check gates.
Vigilance is necessary in this area with more number of police check posts.
And I appeal to student bodies to help the authorities to check those without ILPs.

We don’t have teacher
Dear Editor,
This is regarding recent news in your esteemed daily about excess number of teachers in West Siang. It was shocking to read that news because in Tatamori village of Gensi circle, it has been almost four years without a teacher in the village, although there is a beautiful OB type teacher’s quarter equipped with running water facilities & bathroom.
The village also have good road connectivity to Gensi town. Despite all these, no teachers stay there for more than three months.
Every year one teacher is posted there for only three months but rest of the months they are enjoying touring India. Many times complain have been given but he has been given political protection. So what can uneducated villagers do as they don’t know how to deal officially?
Moreover, many students have left their studies due to non availability of government schools in nearby area as Gensi town is 12 km away from the village.
It is my earnest request to the higher authority of education department to take bold step to save the future of our innocent children.

Through your esteemed daily, I would like to share my views regarding ongoing clashes between teacher’s community and Education minister related to transfer. Why people of our own state are reluctant to serve in other places of state?
If the Arunachalee themselves do not want to serve all parts of the state then who do we expect?
The remote places of our state are in great need of service, so transfer or serving in those remote places is an opportunity to render their valuable service for the balanced development of state and should not be taken as punishment.
